I have the honour to acknowledge the
receipt of your Despatch No.98 of the 20th. March, 1901,
calling my attention to your Circular Despatch of the
11th. November, 1899, which I regret has hitherto remain
unanswered.

I concur in clause 3 (a) and (b) of
that Circular Despatch, but have doubts concerning the
necessity of requiring Medical Officers already in the
Service of this Colony to undergo a course of instruc-
tion in tropical medicine as proposed in clause 3 (c).
The minute of Dr. Bell, Acting Prin-

cipal Civil Medical Officer, on this last point commends
itself to my judgment. A copy of that minute is enclosed
for your consideration, and, if necessary, for reference
to Dr. Atkinson now on leave of absence.
4.
I see no objection to the tuition
fees of a Medical Officer already in official employ,
who voluntarily takes the course in question, being paid
by this Goverment upon a satisfactory certificate of
